課程概述 |
臺灣福利服務民營化因政府部門精簡人事政策而大步開展，政府從公共服務的供應上撤退，基本地改變了政府與民間非營利組織間的關係，也形構福利服務輸送的「典範移轉」。契約委託不論在公部門的服務輸送管理，或在民間部門的服務供應與組織管理上，都已成為重要的課題。晚近，隨著長期照護制度即將從規劃進入法制化及執行階段，兼具質量及區域正義的長照服務供是否到位，以及長照服務「商業化」與「共產化」的爭議，也頗受關注。
本課程之設計即在引導研究生結合理論與實務運作，有系統深入解析以下議題：產業、公共服務與社會福利「民營化」的意義內涵、形式、歷史發展背景、意識型態與理論基礎、政策爭議與執行問題、社會服務民營化理性的再審視、對公民社會的衝擊、契約管理的知識與技術、社會服務委外的績效評估與責信議題，以及社會服務商業化的論戰與衝擊等等。本課程期待引導研究生建立明晰正確的知識架構，不論在宏觀政策面或在微視執行面；不論做為一個方案規劃者、契約管理者或第一線實務工作者，都具備適足的能力有效能地因應未來臺灣社會福利的新發展與社會工作的新環境。 |

課程目標 |
一、從指定參考書籍與論文中自行選定主題與論文，以個人或群組方式，依課程進度規劃於課堂中報告並引導同學討論。
二、授課教師於同學報告前就當代主要論述與爭點引言，並於報告後統整回應。加退選後視修課人數決定每週指定閱讀與課堂報告之負荷量與順序。
三、師生於課堂中結合理論與實務、國內與國外經驗進行多向研討交流，以建立紮實的知識基礎並釐清觀念、交換資訊、激盪智慧。
四、選定一篇2016年以後出版的與社會服務民營化主題有關的西文期刊論文，撰寫摘要與評論（下限3000字），做為期中報告。
五、選定一個議題進行獨立研究，撰寫成一萬字以內學期報告，除繳交以做為教師評分之依據外，並積極鼓勵研究生以投稿學術期刊及形成碩士論文為目標。 |
